In Outlook Web Access, is there any way to apply a rule to messages that
have already been received?

I have an Outlook Web Access account that needs to be cleared out, and I
want to forward a lot of emails to another account. Is there a way of
doing this automatically, or do I have to forward them one by one?

the only way to run rules on messages already in the inbox is using Run
Rules Now which owa does not support. (Outlook does).

I was afraid that was the case, but thanks for the confirmation.

which is quite silly, 5 years down the line, to be honest.

Indeed. I can't tell whether Microsoft's desire is to force people to license and run Outlook on Windows or to drive people off of Outlook to a fully featured web-mail solution like Gmail.

I believe this is still broken... WTF Microsoft!

I agree that Run Rules Now is a basic functionality.... I created a rule I wanted to apply to my inbox to clean it up, but can't apply it.
